`@playstack/licensing-issuer` turns application-owned purchase policy into signed, distributable licenses. It does not process payments, expose routes, send mail, or decide product terms.

Activation codes are returned once and stored only as keyed digests. Activation and refresh responses are sealed for exact idempotent retries. Private key custody remains behind `LicenseSignatureSigner`; `LicenseResponseVault` must encrypt response material at rest.

Use `@playstack/licensing-issuer/prisma` for the managed PostgreSQL contract. The application owns migrations, entitlement-to-license policy, HTTP routes, distribution delivery, and key management.

## Install

This package declares no peer dependencies. Its ordinary dependencies are resolved by the package manager.
