Compose @playstack/delivery/apns with device targets and an injected provider transport. The application owns credentials, topics/environments, payload policy, provider feedback and platform background behavior.
Data-only wakeups should carry bounded opaque hints, not document bodies or secrets. Revalidate recipients and process permanent invalid-target outcomes. Provider acceptance is not device receipt; an inbox is not required for sync hints.
