Make consistency characteristics visible
@playstack/cache/cloudflare-kv implements the portable cache contract over a structural Workers KV binding. KV cannot provide an atomic distributed lock and propagates writes eventually, so the driver declares process-local stampede protection and eventual tag invalidation.
