Use @playstack/delivery/webpush with an injected transport, browser subscription lifecycle and application-owned signing credentials. Devices can retain encrypted targets; the host owns service-worker registration and permission UX.
Handle expired subscriptions, bounded payloads and retries explicitly. A push is a hint, not durable synchronization authority or proof that a browser processed an event.
